Setting Up a New Utility Account:
Did you just buy or build a new home? Welcome to West Point!
To set-up your utilities account, West Point requires the following items:
- New Homeowner Application
- A $60 deposit/set-up fee. If and when you move out of your home, this deposit will be applied to your final bill.
- A copy or visual verification of your Closing Disclosures (usually included with your closing documents. We need this in order to verify the closing date, property address, and the buyer's and seller's names)
You may print off the Appliction and bring it in to City Hall, along with your Closing Document, and pay the $60 to set-up your account. You may also email or fax the Application and documents to us and then call to pay your deposit over the phone!
Utility Billing Cycle
- Utility Bills are sent out each month on the 1st, and are due on the 24th of that month. The bill will contain charges assessed for the previous month, from the first day to the last day of the month. For example: bills for utility services provided during the period from January 1st to January 31st will be mailed out February 1st, and will be due February 24th. Payments not received by the last day of the month will be assessed a $15.00 late fee.
- Your monthly utility bill will consist of the following charges: Culinary Water, Garbage, Recycling, Greenwaste (optional), Secondary Water, Sewer and Storm Drain. West Point has agreements with both the Davis and Weber Canal Company and the North Davis Sewer District to include your secondary water and sewer charges as part of our monthly bill (see below for more information). PLEASE CLICK HERE FOR CURRENT UTILITY RATES. The only other utilities you should need to activate are with Dominion and Questar Gas.
Activation / Termination of Service
- To activate or terminate services, please use the appropriate form located in the left-hand menu of this page and bring it into City Hall. You may also fax or email the application to a Utility Billing Clerk (listed above). A $60.00 deposit is required for all new applications (may be paid over the phone for faxed or emailed applications. This deposit will be applied to your final bill. Proof of the Buyer, Seller, and Closing Date must also accompany your application.
- AS OF MAY 1, 2015, RENTERS ARE NO LONGER ALLOWED TO SIGN UP FOR SERVICE. All utility accounts will stay in the homeowner's name, and proof of ownership must accompany all new applications for service. Please call City Hall if you have any questions.
- Regular garbage (black can) and Green Waste (green can) is collected each week on either Tuesday or Thursday. If you live below 2700 West, your garbage pick-up is on Thursdays.
- Recycling (blue can) is picked up on an every-other-week basis, on the same day as your regular garbage collection.
- If you have any issues with garbage pick-up, i.e. missed can, spilled garbage, etc., please call Econo Waste at (801) 627-2680.
- If you need an additional can, an extra can picked-up, or to replace a damaged can, please call City Hall at (801) 776-0970. Certain fees may apply in accordance with our Fee Schedule.
- Sewer service for West Point City is provided by the North Davis Sewer District. For questions regarding sewer connections, please contact them at (801) 825-0712.
- Sewer charges are determined by the NDSD. Please see the link "See Our Utility Billing Rates" for the current sewer charge.

- If the Culinary Water is active, the Sewer charge must also be assessed whether or not the home is vacant.
- The Davis and Weber Basin Canal is in charge of your secondary water. They charge a connection fee to the City, which is passed on to you as a prorated fee throughout the entire year. The monthly charge is determined by your lot size, and can be found on our Fee Schedule. If you have any issues concerning your secondary water, i.e. water pressure, broken valves, etc., please contact the Davis & Weber Counties Canal Company. They can be reached at (801) 774-6373, or by visiting www.davisweber.org. The Secondary Water charge is assessed monthly to each residence, whether or not the home is vacant.
- Polluted storm water runoff is often transported to separate municipal storm sewer systems (MS4s) and ultimately discharged into local rivers and streams without treatment. EPA's Storm Water Phase II Rule establishes an MS4 storm water management program that is intended to improve the Nation's water ways by reducing the quantity of pollutants that storm water picks up and carries into storm sewer systems, during storm events. Phase II requires West Point City to implement a storm water management program as a means to control polluted discharges from these MS4s. The Storm Water Phase II Rule extends coverage of the NPDES storm water program to certain "small" MS4s, but takes a slightly different approach to how the storm water management program is developed and implemented.
- Residents will be charged $4.00 per month. Commercial fees will vary, and are determined by the residential equivalent (2,500 sq. ft.) of the impervious area. This funding is necessary in order to comply with the clean water act and the Storm Water Phase II final rule. The Storm Drain charge is assessed monthly to each residence, whether or not the home is vacant.
- Water Shut-Offs are done each month, on the Wednesday after the due date (the 24th of each month). Those residents who are two months past due will be scheduled for shut-off. On shut-off day, only credit card, cashier’s check, money order or cash will be accepted for payment, and the entire balance must be paid. A shut-off fee of up to $45.00 will also be assessed, and must be paid before the water will be turned back on.
- A $45.00 service charge will be added to the user’s utility account if a check is returned to the City.
- As stated in the Utility Application, if any additional collection action is required to collect any balance owed, the user agrees to pay all collection costs, including court costs and reasonable attorneys’ fees.
